Tashkent to improve environmental situation by relocating greenhouses to Surkhandarya region

Uzbekistan’s Cabinet of Ministers has adopted a resolution on the relocation of greenhouse farms from Tashkent and the Tashkent region to the Surkhandarya region (the Surkhon-Agro special economic zone). The measure is aimed at improving air quality in the capital city, Tashkent Today reported.

The government also introduces strict restrictions on greenhouses in the Tashkent region:

• Starting June 1, 2026, a ban on new coal- and fuel oil-fired greenhouses.

• Starting August 1, 2026, a complete natural gas shutdown for existing greenhouse farms.

• Water tariffs for greenhouses will increase fivefold, land tax by up to tenfold, and environmental fines by up to twentyfold.

The resolution offers support measures for relocation of greenhouses: entrepreneurs can extend their loans for five years (with a three-year grace period) and receive reimbursement for equipment dismantling costs. The vacated land will be allocated for gardens and green spaces; capital construction is prohibited on these lands, with the exception of scientific and educational centers.
