EDB supports Tajikistan in digital transformation and artificial intelligence

The Ministry of Industry and New Technologies of Tajikistan and the Eurasian Development Bank’s (EDB) Fund for Digital Initiatives have signed a memorandum of cooperation at the AI Conf 2025 international conference.

The document confirms the parties’ commitment to developing joint digital projects, exchanging experience and strengthening national competencies in innovation and artificial intelligence (AI). Key areas of cooperation include integrating AI into public administration, creating a large language model (LLM) and developing solutions to enhance energy efficiency and security.

“The Ministry of Industry and New Technologies of Tajikistan is a key driver of digital transformation in the country. The Ministry has established an AI Council to oversee major national projects. Under the signed memorandum, we will jointly develop AI technologies, exchange expertise and expand the portfolio of digital projects in Tajikistan,” said Dauren Rakhimzhanov, Managing Director at the EDB Directorate for Digital Initiatives.

He added that the memorandum will enable the use of the financial and expert instruments of the EDB Fund for Digital Initiatives, including grant programs designed to support digital projects with an integration effect and promote technology transfer among the Bank’s member countries.

One of the first projects was the development of an electronic map of Dushanbe, which will serve as a foundation for future initiatives supporting the city’s digital development. The Fund signed a grant agreement for the project with the state-owned enterprise Smart City on 24 September 2025.

Alexander Petrov, Director at the EDB Directorate for Digital Initiatives, highlighted the importance of international cooperation: “Today, international cooperation in artificial intelligence is of particular importance. AI projects call for close interaction both among EDB member countries and with international institutions. We have already received proposals from Kazakhstan, the Kyrgyz Republic and other countries in the region. Joint initiatives will help create a sustainable ecosystem and represent a step towards deeper economic integration.”
