Kyrgyzstan launches construction of special financial investment zone

Chairman of Kyrgyzstan’s Cabinet of Ministers Adylbek Kasymaliev on February 20 attended the capsule-laying ceremony marking the launch of construction of the Tamchy Special Financial Investment Territory, a special legal and regulatory jurisdiction located on the northern shore of Lake Issyk-Kul.

Kasymaliev emphasized that the Tamchy zone is intended to become an international financial center, a magnet for global capital, fintech, and IT innovation, and a modern logistics hub integrating international trade and freight flows, according to the Government’s press service.

The key advantage of the zone is the creation of a clear, stable, and competitive environment for investors.

By 2035, the Tamchy zone plans phased construction of modern office centers, residential complexes, and tourist facilities with a total area of ​​over 470,000 square meters. The territory will be divided into business, logistics (adjacent to the Tamchy airport), and recreational zones.

Residents of the zone will be exempt from taxes for up to 49 years, enjoying free capital movement, a flexible currency regime, and the right to operate with 100% foreign participation.

Large-scale tourist infrastructure will be created on an area of ​​over 100 hectares, with a projected annual inflow of up to 90,000 tourists by 2035.

A central component of the Tamchy zone is the establishment of an International Center for Dispute Resolution operating under English common law, a legal system based on judicial precedent and widely used in major financial hubs like London, Dubai, and Singapore.

Kasymaliev stated that Kyrgyzstan is open to investors, providing clear rules, high-quality support, and long-term stability. “We understand that your success means new jobs, technology, and growth for us. Our country’s economy is showing rapid growth: GDP grew by 11.1% in 2025, and average annual growth over the past four years has reached 10.2%. Tamchy will become a factor giving a new impetus to this development.”
