Kyrgyzstan constructs affordable housing under state mortgage program

Kyrgyzstan has taken another step in the provision of its citizens with subsidized mortgage housing. In a ceremony on January 12, attended by President Sadyr Japarov, new owners received the keys to 1,080 mortgaged apartments as part of the second phase of the Muras residential complex construction in Bishkek.

It is a project of the State Mortgage Company, established to construct affordable housing for civil servants and state budget-paid employees like teachers and healthcare workers.

The Muras residential complex will consist of 39 apartment blocks, 19 of which have already been completed. Keys to 986 apartments constructed during the first phase were previously handed over to new owners.

Construction is currently underway on an additional 2,688 apartments. The new complex will also include a kindergarten, a school, a parking area, and other social facilities.

At the ceremony, Japarov stated that providing affordable housing to Kyrgyz citizens remains a priority of the state.

According to Japarov, the State Mortgage Company, established 10 years ago with an authorized capital of just 10 million soms, has now increased it to 87 billion soms and will further increase its capital to 200 billion soms.

In 2025, the company provided housing to 4,662 families, four times more than in 2024. Since the company’s establishment, 14,945 families have acquired their own homes.

More than 80,000 mortgaged apartments are currently under construction across the country, with over 20,000 apartments planned to be completed and passed over to new owners by the end of this year.

Apartments are provided to citizens on the state housing program waiting list, with no down payment, for a 25-year period at 4%-8% interest rate per annum, which is below the country’s inflation rate.

In Bishkek, the State Mortgage Company offers housing for $950 per square meter, compared to a minimum market price of $1,500 per square meter.
