Kazakhstan and Chinese company to construct deep grain processing plant

The government of Kazakhstan and Asia Altyn Dan LLP, with the participation of China’s Dalian Hesheng Holdings Group, have signed an investment agreement for the construction of a deep grain processing plant in the Akmola region.

At the signing ceremony, Agriculture Minister Aidarbek Saparov emphasized that Kazakhstan is consistently transitioning from a raw materials-based model to deep processing with high added value.

“The head of state set the goal of increasing the share of agricultural processing to 70%, as well as becoming one of the top ten countries in the world for the production and export of deep-processed grain products within 10 years. Kazakhstan now has three deep grain processing plants with a total capacity of 510,000 tons, producing starch, gluten, molasses, bioethanol, and other products,” Saparov said, adding that this new project will not only enable the processing of significant volumes of wheat but also create new export niches and introduce advanced technologies.

According to the Ministry of Agriculture, the project will be implemented by Asia Altyn Dan LLP in the Akmola region and will create approximately 3,000 jobs.

In the first phase, annual processing capacity will be 1 million tons of wheat with planned production of up to 500,000 tons of monosodium glutamate, approximately 300,000 tons of high-value wheat gluten, as well as feed and related products.

Dalian Hesheng Holdings Group possesses a unique bio-fermentation technology that enables the processing of up to 100% of the starch contained in grain. The company’s over 40 years of experience in the advanced processing of wheat and corn is expected to increase the competitiveness of Kazakhstani products in global markets.

As part of the agreement, the Chinese investor will introduce a continuous training system for local employees and support local social infrastructure, including the construction of a sports complex and participation in projects in education, culture, mass sports, and youth policy.

For its part, the government of Kazakhstan will support the project by providing tax and customs preferences.
