Kazakhstan and China advance investment projects

A tripartite Memorandum of Understanding (MoU) has been signed in Astana between the Akimat of Akmola Region, Kazakhstan’s TauKen Group holding company, and China’s Changzhou Chenwei International Trade Co., Ltd. (Chenwei Group), which coordinates a pool of investors from Changzhou. The investment initiatives are being implemented with the support of KAZAKH INVEST National Company JSC.

On behalf of Marat Akhmetzhanov, Akim of Akmola Region, the MoU was signed by Ernar Zharkeshov, Deputy Akim of Akmola Region. The document formalizes further cooperation among the parties in developing and implementing investment projects involving Chinese companies in Kazakhstan, according to KAZAKH INVEST.

Cooperation between TauKen Group and Chenwei Group builds on agreements reached in June 2026. On 10 June in Astana, the parties signed a Memorandum of Cooperation, while on 23 June in Changzhou, China, they signed a Framework Investment Agreement providing for the development of joint projects in industrial production, logistics and high technologies.

Under the Framework Investment Agreement, the parties are considering the implementation of eight joint investment projects in Kazakhstan. The total planned investment volume amounts to USD 70 million, with an additional production output of USD 160 million. Chinese partners will hold a 51% stake in the project companies to be established, while TauKen Group will hold 49%.

The project portfolio covers the production of unmanned aerial vehicles (UAVs) and light two-seat helicopters, renewable energy equipment, garments and metal products, as well as Big Bag flexible intermediate bulk containers (FIBCs). It also includes the expansion of construction and mining equipment fleets and the processing of used oil and gas pipes and technogenic mineral formations.

During the meeting, the parties separately discussed the potential of Akmola Region for locating manufacturing facilities. Representatives of Stepnogorsk presented potential investors with available industrial sites, infrastructure opportunities and government support measures. The region is considering the localization of UAV and light helicopter production, with the participation of Wuxi Hanhe Aviation Intelligent Technology Co., Ltd. and Changzhou Zhonglian Aviation Technology Co., Ltd., as well as the production of renewable energy equipment, with the participation of Changzhou Shenglai Solar Technology Co., Ltd. and Jiangsu Meiertai Smart Lighting Technology Co., Ltd.

Following the meeting, the parties agreed to continue jointly addressing issues related to the location of manufacturing facilities, including the selection of land plots and connection to utility infrastructure.

The implementation of the joint projects is aimed at strengthening industrial cooperation between Kazakhstan and China, localizing advanced manufacturing facilities, attracting technologies, and creating new jobs within the framework of the Belt and Road Initiative.
