EU and UNDP present new master plan for Uzbek city

A round table discussion on the Kuvasoy City Master Plan was held in Kuvasoy in Uzbekistan’s Fergana region on March 4, bringing together representatives of local and national authorities, development partners, urban planning experts, the private sector, civil society, and media to discuss the city’s future spatial, economic, and environmental development, the United Nations Development Programme (UNDP) in Uzbekistan reported.

The round table was organized within the EU-funded project “Further Improvement of Public Services Delivery in Uzbekistan”, implemented by UNDP in partnership with the Ministry of Justice.  The event served as a platform for presenting the Kuvasoy City Master Plan and gathering feedback to support its effective implementation.

The master plan was developed by a consortium led by PAL Politika Analiz Laboratuvarları A.S., in association with Mesken Şehircilik Danışmanlık ve Araştırma Tic. LTD ŞTİ (Turkey) and Optimal Architect Group LLC (Uzbekistan).

Participants were introduced to the key principles and proposals of the Master Plan, which provides a long‑term strategic framework for the sustainable development of Kuvasoy City. The plan focuses on compact and people‑centered urban growth, revitalization of the Isfayramsoy River corridor, improved public spaces and mobility, ecological protection, and the integration of economic development priorities into spatial planning.

During the round table, the consortium presented its comprehensive vision, including proposed land‑use structure, transport and pedestrian networks, green and public spaces, infrastructure improvements, and priority investment projects. Particular attention was given to the riverfront revitalization concept, which aims to transform the Isfayramsoy corridor into the city’s main public, green, and recreational spine while ensuring ecological protection and flood resilience.

The discussion also highlighted the Master Plan’s dual‑engine economic approach, linking urban regeneration with local economic growth by strengthening tourism and service sectors and improving Kuvasoy’s attractiveness for skilled professionals, investment, and entrepreneurship. Participants discussed how the Master Plan could help transform Kuvasoy from a transit city into a destination – encouraging longer stays, stimulating local businesses, and improving residents’ quality of life.

“The Kuvasoy City Master Plan provides a clear and practical roadmap for the city’s development,” noted Esen Çağlar, Managing Partner, Politika Analiz Laboratuvarı. “It helps align urban growth, infrastructure investments, and environmental protection while responding to the real needs of residents and supporting long‑term economic sustainability.”

Feedback collected during the event will be used to further refine the Master Plan and support its integration into local planning, investment, and implementation processes.
